Mass 21 element and mass distribution in ANSYS apdl

Hi,
I have modeled 3D airfoil in Ansys apdl. there are 8 airfoil sections for which I have defined shell element, some thickness and all material properties including density.
Now for modal analysis I need to modify mass distribution in each section such that mass moment of inertia of each section about elastic axis (not CG or origin) is as per the experimental values we have.
I am trying to use mass21 element for the additional mass attachment such that the desired moment of inertia can be obtained.
Following are my questions:
1. Is there any other way of getting desired mass and MOI ?
2. How to define mass21 element on the node in the airfoil section?
How to identify on which node the mass21 is to be defined?
3. I have experimental values only for Ixx, and not for Iyy, Izz does this matter in defining mass21 properties?

Any help in this direction would be of great help.
