Hello, I am new to the steel machining industry, came across a specification on a print and I am asking for help to better understand the details.

Specification is:
Material 10.9
ISO - V Impact test result at -40C should be:
- average value of 3 samples greater than 27J
- minimum value greater than 70% of average value
3.1B certificate

What do each of the line items mean?

10.9 is not a recognizable material specification unless in the context of bolting materials.
Are you speaking of acceptance requirements for hardware material?
Are you referring to EN 10204 specification?
Details would help.

The 10.9 is for a bolt.
I think you are correct that it refers to EN 10204

Your customer is asking for Property Class 10.9 bolts according to ISO 898-1 plus some additional requirements. ISO 898-1 only requires Charpy U-notch testing at ambient temperatures, but your customer is asking for Charpy V-notch testing (ISO 148-1 or ASTM E 23) at -40 C. ASTM A 320 is a standard for low temperature bolts that has a similar requirement; I am not aware of an equivalent ISO standard. The customer is also requesting an official certification according to EN 10204-3.1B. You will need to work with your steel supplier in order to document that the bolts meet these requirements. FYI, these bolts will require a high quality steel grade in order to meet this requirement, and should have rolled not cut threads.
