Max continuous OV for a 13.8kV system

I live in the IEC world and am now on a US based project.

Simple question - what is the maximum continuous overvoltage allowed for a 13.8kV and 480V mining system? What standard governs this?

It should be 5% maximum overvoltage based on the 13.8 kV rating. Refer to ANSI C84.1.
 
C84.1 deals with acceptable voltage levels for equipment. If you're looking arrester ratings, see the IEEE C62 series.
 
By the way, what is the relationship between NEMA, MSHA, NFPA, NEC and ANSI? I am aware that ANSI is the standard institute but not so sure where the others fit in.
