Is there a standard or formula based on carbon equivalent to assist in determining max interpass temps for low alloy, chrome bearing steels up to 9% Cr??

No. The interpass temperature is selected above the preheat temperature or some maximum temperature to assure that one does not provide excessive heat input into a weld joint during welding. Normally, the interpass temperature is optimzed to maximize deposition rate without affecting bulk mechanical properties or corrosion properties (if applicable) of the base metals being joined.

Normal maximum interpass temperatures for the Cr-Mo family of steels up to 9% Cr is 700 deg F.
