Max permissible surface temperature for drinking water boiler?

What is the maximum permissible surface temperature for a self service water boiler intended for customer use in shops? The lid is stainless steel and gets to about 60C.
It will only be sold/used within the EU and is to be CE marked.

I looked up the standard we design to, EN 60335-1 but its definitions could be interpreted many ways. It talks of an acceptable rise above ambient of 60K for motor-operated appliances, but doenst have details on heating appliances or boilers.
Heres another link saying that it is down to good engineering practice. Talks of toaster walls getting to 200C

 
Well, it's indeed an interesting article.

But some of the points are absurd, e.g., that any item that is technically "unsafe" is illegal. So what about stoves? They are engineered as safe as possible, but ultimately generate temperatures far in excess of 200ºC, yet have not been banned by any governmental agency.

One cheesy approach is to look at what has been approved and what they've done to deal with that particular problem.

isn't there any handle on the ss lid? I would think 60 d.C is acceptable but some hand protection could be made available just as you would wear when handling a CI skillet.
 
As usual, the issue is not intentional handling, but unintentional handling or un-informed handling.

In both those cases, the risk must be evaluated and mitigated appropriately.

You stated "lid" in your question so presumably I took your question in the context of handling the lid and not accidently contacting it. You may want to alert customers of hot surfaces with signs on the units, that may protect you from litigants.
