The answer is provided by the ultimate owner, the state or provincial department of transportation manuals and specifications or municipal engineering manual and specifications. Unless you are making a private road in which case you only need to consider the neighboring specifications. Typically the amount is based on the volume of aggregate imported to identify variability in the source.

In Ontario, Canada this is done referencing Ontario provincial standard specifications - OPSS 1010 and 1004

As a minimum you need one at source from every material provider, then one when the material gets to site. After that its as per GEG says, based on volume of aggregate. It should be something you propose in your Earthworks / Road specification and that gets approved by you local authority.

From the question and statement, it would appear that you need an experienced geotech not only for this question but for designing the pavement thickness, types, etc. Site conditins will control a lot of this, in addition to traffic.
