Maximum height for Climbing a construction Stair, when the hoist is not working

I am Structural Engineer Inspector in the middle East, I am currently working in the construction of a high rise tower in KSA.
Sometimes the external hoist is not working, so the contractor asks us to take the Doka access stairs for inspection.
It can reach 17 floors (Each floor is 4 m high)which is practically impossible. It means that I should use the stair for about 70 meters.
I asked our safety engineers to refuse such act , but they said that they can't find any written code that limit the maximum height to climb using stairs.
Last time when I took the stair for 9 floors up and down, I started to feel pain in my knees for 3 successive days.
So if you have any kind of info regarding this issue please share with me, for the sake of my knees:)

All I know is that here in Toronto, there is an annual charity event which involves climbing the stairs of the CN Tower, which is a whole lot taller than 70 metres, and lots of people do it. I can't, but that doesn't mean everyone else can't! Obviously this also means there is no rule against it.

Plenty of other tall structures have stairs or ladders all the way to the top. Windmills, water towers, etc.

Eat your wheaties, or get someone else to do it :)
 
Sounds like you need to start taking the stairs more often.. You are out of shape and could use the exercise..
