Meaninig of "positive" or "negative" value of End of Life V

What's the meaninig of "positive" or "negative" value of a End of Life Vehicle?
Maybe that the value of the scrap obtained from an ELV could be higher or lower than its dismantling and recycling costs?

Correct. An item that has a positive end of life value, can be sold for that value at the end of its life. An item with a negative end of life value will cost you that value to dispose of it.
