Measure dimensions switch between inch and metric.

Why would I be seeing the measure command give me dimensions in inch when the default's are set to mm. The part was created in metric, this happens about 33% of the time when anyone in my group uses the measure command. All sketch dimensions are metric.

The settings are saved with the model. If someone changes the settigs, they stick.

You might also check the settings in your template files.
