Measure Tool Problem

Hope fully this is is pretty simple question, I just can't figure it out.
I have a checker here who sometimes needs to open the Solidworks 2d drawings and measure some distances. I showed him how to use the measure tool but there is one instance where we have a problem. He wants to measure the distance from the center of the hole to a face is at and angle (not horiz. or vert.) He selects the circle and the line and what he gets is a the distance from the center of the circle to his selection point on the line. Not the distance that would be from the center of the circle perpendicular to the line. I hope this makes sense.

Thanks but my checker knows nothing about Solidworks other than how to measure so constructing lines would he alot of work for him.
We just need to measure the distance from the center of a hole perpendicular to a line. There should be a way to open the measure command, select a line which is on that angle to set the angle of the measure coordinates, then do your measuring.
 
Is it possible to just convert entities for that feature on the drawing to allow the measure command to operate directly on the drawing?

It doesn't work with the convert entities either. The funny thing is that if I just make a 2d sketch off to the side, on this drawing sheet, which consists of a circle and an angled line..When I used the measure command on that, I DO get the proper perpendicular dim.

My same issue occurs when I have two holes that are in an angled plate. If I want the distance between them that is parallel to the edge of the plate they are on, and not horiz or vert, I get the same problem. I need to somehow be able to set the coords before measureing.
 
Have you tried using edrawings?
