Drafting standards like ASME Y14.5-2009 are standard across the industry. You can apply it to motor parts, to nuclear reactor parts, and to axe handles. You need to work out the motor works, and how the parts will be fabricated and assembled. The drawings will follow logically.

For tolerancing you would start with the recommendations of the bearing manufacturer for the bearing bores. Any other bore would probably be o.k. if it was concentric and square to the bearing bores within a couple of thousandths.

You need to figure out the loads on the bearings before you select any bearings.
 
The subject asked about in the OP is quite extensive. Even the design of mechanical components for a common commercial motor can get quite involved when you need to balance competing requirements like cost/performance/reliability/ease of manufacture/etc. Most bearing manufacturers offer bearing designs intended specifically for electric motor applications.
