Mechanical Torque Clutch

I'm currently looking for small (1.65 dia x 1" H)mechanical torque clutchs that will disengage at 3 torque ranges 20 in-lb, 75 in-lb, 150 in-lb). The clutch must be able to be used in CW & CCW. If there is nothing out in the market, what would be the best way of designing this? Would a simple ball and spring pushing against a round shaft with dimples work?
