UG-80 states a maximum of 1% out-of-round difference between minimum and maximum diameters for shells. If the cross section of interest extends thru a nozzle or opening, including up to 1 ID away from the opening (as measured from the centerline of the opening), the out-of-round difference in diameters between shells is permitted to increase to 2% of the ID of the opening.
