Meduim voltage automatic transfer switch

I have an application where an indoor 1,500kva transformer has two sources of power requiring auto throw over for the loss of normal. What is the most budget friendly way to go about doing this?

I usually do that with MV switchgear containing vacuum circuit breakers, voltage-sensing relays, and a small PLC to control the throwover and transfer schemes. I don't have a cost comparison as to other methods.

I thought about that, but it sounds kind of extreme for just shifting sources. Then again I can't see a breaker seizing up that way an alduti rupter might... then again I have no idea lol.
 
S&C has pad-mounted options using their switches or vacuum interrupters. But I'm guessing you won't save much money over a couple of vacuum circuit breakers. I'd guess someone offers something with motor-operated switches, but I don't have any experience with that.
