i need any manual for switch gear,cables,cubeicals periodic maintenance ?

For the U.S., a good place to start might be the International Electrical Testing Association (NETA) Maintenance Testing Specifications.

This specification is available on their website:

 
The NETA standard is reasonable. However, their cable testing standard is completely out of date per/IEEE 400 2001.

Another good source for Periodic maintenance is NFPA 70B.
 
You could always retain a professional engineer to tailor a specific maintenance plan. Following either NETA-MTS or NFPA 70B could put a lot of unnecessary maintainence dollars out the window. An age and condition (loading, etc.) specific plan is the right way to go. Trust me it will pay for itself in less than 2 years in most cases.
