MEP of a vessel?

I have a document about resetting a vacuum vent on a sphere that refers to the MEP of the vessel. In this case the set pressure of the vent is 1.5 oz/in^2 which they say the required inbreathing capacity is still vented below the MEP of the vessel of 2.0 on/in^2. I would assume it is like the MAWP of a vessel except for a vacuum, but would like some clarrification. Thank you for the help.

The MEP designation that I have seen refers to MAXIMUM EXTERNAL PRESSURE.
