Metal-Clad Switchgear Enclosure NEMA Rating 1

Greetings,
Are most medium voltage metal-clad switchgear enclosures located in a controlled environment(indoors) specified as NEMA 1?

You can get outdoor metal-clad switchgear. But it's a little different in that there is another enclosure around the switchgear, with an aisle in the front or down the middle (depending on the size). Metal-clad switchgear has to allow access to the back for making connections, if you put it outdoors, working on it in the rain becomes problematic.

As a general rule however, switchgear is not referred to by the NEMA designations for enclosures like NEMA 1 or NEMA 3R etc. It's just referred to as "indoor" or "outdoor".
