Metering CVA and SVA? Simple explanation?

Looking into large power metering and came across the terms, Central Volume Allocation (CVA) and Supplier Volume Allocation (SVA). Searched Ofgem and other associated sites but I am not sure if I have it clear in my head. Am I right that the CVA would be the amount of power allocated by the Generation companies and SVA would be the estimated power requirements of the regional electricity companies. If this is correct how does this apply to end user metering?
