Military equipment and EU-directives

Military equipment is excluded from the requirements of most EU-directives. However, the provisions of the EMC- and Low Voltage Directives don't contain these exclusions. I have been told that there is a treaty that contains these exclusions? Does anybody where I can find information on this decision?
