The mill tolerances on pipe are readily available but there appears to be no reference to mill tolerances on plate. What should be taken as a tolerance on plate? Also, should it be a finite figure or a percentage as per pipe?

for plate it's the smaller of 6% of ordered thickness or 0.01"/0.25 mm (UG-16)

You need to go back to the material specification for plate, see ASME SA 20.

Thanks Guys we were over egging our plate thickness calcs by using the pipe tolerances which are obviously way higher due to the method of manufacture
