I am looking for Standards and Guidelines on External Wall Thickness and Wall Ties Specification of Cellular Blocks for Residential Building.

What type or brand of "cellular block" are you interested in? The thickness will depend on the wall loads and heights.

There are a couple of types that come to mind:

1). Cellular concrete solid blocks (AAC or autoclaved aerated concrete) that are units made in a factory and laid with adhesives. They provide superior insulation and have been used for decades and originated in Europe and are available in some areas.

2). Foam forms that are really just molded shapes of cellular polystyrene that are manufacture in a plant and sold to a user that stacks them up and fills the cores with concrete.

The first provides the best insulation values and can be used for for up to a couple of floors. - I have seen 4 stories. The insulation is superior.

The second comprises blocks that are stacked and filled with concrete for structural purposes. They are mainly used below grade. The insulating value is far less and the values claimed are dubious and somewhat justified.

The need for "wall ties" is a fuzzy use and question. More information is needed.

Blocks regularly used here is Concrete Cellular Block of dimensions 450 wide x 200 high x depth of 100, 150 or 200 mm with 2 wall thickness namely 25 mm and 32 mm. The 450x200x150 with wall thickness of 25 have a maximum weight of 17.5 kg and is the most widely used in Residential Building Construction. They are laid using cement mortar (cement + rocksand).

By Wall Ties, I mean Reinforcement Bars that ties the concrete blocks to RC Columns generally laid in pairs at every three blocks.
