Min. Steel Ratios for Concrete Walls

Help. I am stuck away from my office (and ACI codes). What are the minimum steel ratios for concrete walls? In particular, these are 6" thick, CIP walls for residences (1 & two story). If 4 or 6 gauge mesh is used in addition to rebars, but is not developed into the foundation, can it be considered part of the "primary" reinforcing or is it only considered for temperature and shrinkage?
