Minimum allowable Carbon content for ASTM A105 material 2

ASTM specifies 0.35% as the maximum carbon content for A105 material. No minimum limit has been specified. My client has asked for A105 forgings and also specified that C<0.25%. My question is whether it is possible to fulfill both A105 and C<0.25%?

Minimum carbon requirements are probably governed by other parameters dictated in ASTM A105.

If carbon content is too low, the required yield strength and/or ductility requirements of the ASTM Spec will not be met ?

Any metalurgists out there with a response ?

Carbon of 0.35% is a maximum and quite common for ASTM carbon steels. This value seems very high when you consider the minimum specified mechanical properties are not that high. Carbon content around this value would also cause problems with welding. I have yet to see one of these steels with a an actual carbon content this high.

European pressure vessel standards restric carbon content to a maximum of 0.25%.
