Could anyone explain if there is any specific requirement for a minimum clearance of a Foundation with existing underground piping under ASME code B31.3 in Saudi Aramco standard
Foundations shall not be placed above underground piping, telecommunication or electrical items in such a manner as to exert
pressure on these items without prior written approval by the Supervisor, Civil Engineering Unit, Mechanical & Civil
Engineering Division, Consulting Services Department. The zone of foundation pressure is defined as a plane extending outward and
down from the bottom edges of the foundation at a 45-degree angle.
You won't get approval. Best to keep then we'll apart, certainly outside the soil pressure affected area. Normal standard is 12" minimum separation in the plan view.

My company occasionally gets bids to do work for Aramco by way of EPCMs. They rarely provide more than a couple of the Aramco standards they reference. We always have to ask, and then when the standards are provided, we have to ask again for the additional standards mentioned in those. Etc.
(Then the EPCM complains because we won't provide a quote in 3 days, lol)
I have standards from around 2005 which may or may not have been updated so I can't tell you for sure Aramco requirements. Just put in your proposal that it is contingent on SAES-Q-005 requirements for pipes under foundations as stated in that spec. If there are any other requirements not in specs provided by Aramco then you reserve the right to adjust your proposal.
