Minimum Edge Distance - Plate Design

I am working on a design of a plate which has catenary wires pulling from the plate. The client is insisting that the distance from the edge of the plate to the edge of the bolt hole is 9mm.

EN 1993 doesnt appear to be much help on formulas to check the bearing capacity, but BS 5950 6.3.3.3 gives a formula of 0.5 * kbs*e*tp*pbs - What are peoples thoughts on using this formula and is there any other which could be recommended.

The plate steel grade is S275, so my initial calculations are as follows

0.5 * 0.7 (loose clearance hole for M16 D shackle) * 19 * 10 * 460 = 30590N / 30.59kN

Which is satisfactory for 8kN applied force.
