How stringent should I be on the minimum edge distance recommend by the AISC ASD code (9th ed.) in Spec J3.9. Specifically, should I flag a fabricator if he/she is providing the standard hole size min. edge. dist. for short or long slotted holes?

The code requires the minimum edge distance to avoid tearing failure of the plate. This is true whether it is longer or shorter direction.

 
Bannu, that's understood. The question is how restrictive should I be about the increment "C2" which should be added to the standard min edge dist?
 
If the connection is a primary connection I would stick pretty tight to the AISC specs. Otherwise technically, your load values in AISC for the connection cannot be assured.

If the connection is a minor, secondary connection, perhaps there is some leeway...but we always stick to the C2 values given.
 
If you KNOW the load on that particular bolt, you can calculate the design tearing distance and if actually provided distance is more than this, you can safely overlook Code which gives edge distances for Fully loaded bolts.

This is the only condition where I will overrule the code on edge distance, if ever.
 
I agree with JAE. And as flame said the tearing distance required should be less than that provided with a minimum of C2.
