Minimum Nozzle Weld Size

I am not clear if there is a minimum weld size requirement on the inside of a nozzle which is welded as a full penetration weld to a cylindrical shell. The configuration is as per Fig. UW-16.1(e) of ASME Sec. VIII Div.1 but has an internal projection of say 2". There is no repad required as the reinforcement area meets the code requirements (self reinforced). My question is, if "tc" as indicated in Fig. UW-16.1(h) is applicable to Fig. UW-16.1(e) with an internal projection. Some software programs like APV shows a minimum requirement (tc), someothers don't. Appreciate any insights into this issue.

Any weld on the inside would be considered additional reinforcement. There is no Code requirement to weld inside.
 
Although I would add that if you wanted to count the internal projection as reinforcement then you would be obligated apply the minimum weld inside.
 
It seems ASME Sec. VIII Div.2 has similar requirments. Refer to Fig. AD-610.1 (d-1).
 
internal projection is added as reinforcement (there is a max you can add as 2.5 t or so), but since it is taken as stiffening on the inside, weld needs not be present other than the required full penetration.

This seems to be a subject that everyone has their own opinion on how to interpret the intent of code for.

I personally believe that figure UW-16.1 (h) is a good indicator that the intent of code is that full penetration nozzle neck to shell welds that have internal projection have a minimum size internal fillet weld. I also believe it is not good engineering practice to leave a hard 90° corner at a stress point such as this one.

Are there any intepretations addressing this that anyone has read?
