Minute tool movements in a cnc program created by Pro/E

I have this problem where the cutting tool makes small .001 to .005 and sometimes smaller movements while transitioning between surfaces on a part. Even though the surfaces are totally tangent and supposedly smooth. Can anyone explain why this happens and can anyone give me a work around in Pro/NC to cure or minimize this problem.
