Please I am supervising fabrication of jacket and I am faced with a challenge to demand the contractor to carry out a mock up test before commencing to weld TKY joint.
The mock-up test is not meant to test welder rather the quality of the welds made on TKY joints of acute angle < 37.5 deg. as required in AWSD1.1 section 4 clause4.12.4.1.

Please is this a must or can it be waived?

AWS D1.1-2006, Paragraph 4.12 addresses the need to qualify the WPS for T,K, and Y connections.

You also need to review the requirements of paragraph 3.13.4. The problem is not straight forward because the dihedral angle changes as you progress around the joint. The diameters of the main member and branch member will influence the angles you are dealing with and whether the joints are prequalified (based on diameters). You will have to comply with the diagrams of figure 3.5 to determine if you can establish the joint details are prequalified.

You must also consider the welding process as well as determining if backing or double sided groove details are applicable.

You have not provided all the details, so this answer may leave a lot of the leg work for you to do.

Best regards - Al
