Modeling a pulley in algor

I am trying to set up an analysis of a pulley and I am having difficulty coming up the proper (at least in my head) loads and constraints. The belt tension I believe is easily modeled with a force at the axel, it is the torque or drive force I am having trouble visualizing. The flat belt would wrap a little better than half way around the pulley. Would you fix the outer portion of the pulley where the belt would be in contact with the pulley and then apply a force at the axel to create the tensional force seen upon start up? I am relatively new to whole fea process so please go easy…
