To write modem controlling software from any Microsoft development platform, cosider ActivComport. As far as I know, ActivComport is freeware. It's component is available from

http://www.activxperts.com/files/activcomport/acomport.dll

In the same directory, you can also find samples.zip
They have sample code for how to program your modem, how to communicate to another serial device, how to use flow control (hardware flow control, software flow control) etc.
