Modify dimension wondow missing?

SW 2009 SP1.0 coming from SW 2007.

When double clicking a dimension while editing sketch, the classic "Modify" window appears (the one with the thumbwheel and spinbox).

But upon exiting the sketch (edit part mode), double-clicking a dimension gives me only the text box to modify the value. The thumbwheel, spinbox, and all the related buttons are missing.

Is this a setting, a "feature"a or a bug?

It's a "setting" and a "feature". Turn off Instant3D and you will always get the classic box.
