Molasses Injection for TCE plume remediation

We are dealing with a very concentrated 16000ppb TCE pume in an area of about 40x40 at a depth of 15-25 ft bls. We have silty sands with a clay layer at about 30ft. AT this time we are looking into the most cost effective remediation approach for an initial pilot study, should we consider molasses? and what dilution rate should we use? or should we do P&T to capture the hydraulicaly free TCE before thinking about in situ remediation?
