What is the best way to repair ½” +/- space for moment connection between the face of column and beam flange?

Are you saying you have a 1/2" root and the connection needs to be complete pen. welded?
 
You can add cap plates to the beam flanges and fillet weld them far enough back on the beam to develope the plates - then full pen the plate to the column web.
 
i'd interpreted the question as being a 1/2" space ... I'd've wedged in some shims and either bolted or welded the lot together
 
I vote for WillisV's fix. This gives a connection with both flanges and web welded to the column.
 
What about "buttering" the beveled groove face to achieve the required groove angle and root gap(opening)?
 
henri2...not acceptable by AWS unless you qualify the process.
