Hi :

Is there any classical formula available to obtain approximate maximum stress on a simply supported rectangular plate subject ed to Moment Loading over a small inner rectangular area (just like there Roark's case on uniform pressure over inner rectangular area)?

Maybe you could combine the effect of a concentrated load at each edge of the rectangle, one up, the other down.

google "moody rectangular plates" and you should find the oringal reference that Roark uses (i did)
 
Are you trying to account for two way bending of the plate? I am not sure you will get two way bending for your situation. Perhaps a sketch of the actual loading would help.

One thing to keep in mind is that the formulas in Roark's Chapter 11 apply only when the deflections are less than half the thickness of the plate. See page 427 of 7th Edition.
 
In the first site below, under Plates -> Simple bending -> Rectangular -> Simply supported -> Conc.load you can calculate deflections and stresses for a concentrated load at any location. Then by using the Combi sheet you can superpose two opposing concentrated loads, as suggested by BAretired
