Looking for the most energy efficient mixer to break the medium to the nanoscale, what would be the best choice between ultrasound, hydrodynamic cavitation nozzle and high shear rotor/stator devices.

There is no perfect method. It depends on the starting viscosity and particle sizes and the toughness of the particles you have to reduce in size.

Surfactants may also be required to prevent reagglomeration.
