Motor to drive a 200 mm wheel scooter

I am a Portuguese Electromechanical engineer and I am building an electric scooter.
I need a PMDC motor to drive the traction wheel (preference in a common cheap motor, like fan motors or similar) .
I was thinking in a 24V / 0,5 HP (or more) / 3000 RPM / belt transmission, with PWM motor control. The scooter wheels will have a diameter of aprox. 200 mm and should run at aprox. 30 Km/h. I kindly request some information about this subject and since you must know some solutions for this kind of applications, please give me some (including motor control).

Suggestion to the crisyd posting: Perhaps two smaller motors, one from each side at the same location, propelling the tire directly could prove to be more advantageous since the traction would be higher, the belt would not be needed included the big plastic wheel and when one burns, hopefully, the other one would serve (a little, at least) so that one would not have a "flat tire."
