We are trying to machine a 4"x7" tapered shim out of 7075 T76 .063 CLAD material. We haven't been able to locate any MRS/LRS material, and the non-stress relieved material warps during machining. We are trying to taper from .063 to .015. Does anyone have any suggestions for machine feeds and speeds, tooling? Any help greatly appreciated.

You could consider chem milling. It is used for situations like that.
