I've been reading over ms9490 and AMS 5731 and haven't found mention of finishing (passivation, plating, etc) as is called out in specs like NASM 1352. Is there any finishing requirement in MS 9490 that I am not aware of or do these products just come bare?

There is no finishing requirement in MS9490. SAE AMS 5731 specifies the requirements for a corrosion resistant steel, commonly called A286. This grade has inherent resistance to corrosion in ambient atmosphere and other environments. It is usually coated when the mating parts are dissimilar materials.
