Does anyone use STABL and how can I manipulate the program to deal with MSE walls?

Assuming you want to look at global stability only, you can use failure surface limits to cause the failure to occur outside of reinforced zone.

cdstan,

Assume the MSE mass as a rigid block for global stability. Use limits as stated above to block failure surfaces passing through the MSE mass, or assign high strength parameters to the MSE mass.

A potential failure surface for global stability can pass through one or more of the reinforcement layers. You would need to use a program that can model the reinforcement layers if you want to do a thorough evaluation. There are some out there that are pretty reasonably priced.
