Does MSHA have platform and stair design requirements similar to OSHA?
If they do, where can I find the design specs?
Or do they reference IBC?

Are you looking at an existing structure or new construction?

MSHA provides safety and health standards in the Code of Federal Regulations (CFR) 30 which are...much more open to interpretation than OSHA. You can find parts 56 and 57 below. Just do a Ctrl+F search. MSHA and OSHA have an interagency agreement (link to 1979 memo) that gives some nuance where the two agencies sometimes have crossover. I usually default to OSHA requirements for stairs, guardrail, etc. if MSHA doesn't say anything specific. As to whether OSHA can enforce these requirements on properties under MSHA jurisdiction, is another story...
