MSS SP-134 vs. BS 6364 - Cryogenic Valve Allowable Leakage Rate Comparison

I am wondering if the helium test allowable leakage rates in MSS SP-134 can be compared apples-to-apples to the allowable leakage rates in BS 6364 (after converting units, of course). The reason I am wondering is that it seems that there could be a difference in test pressures between the two standards. Also, the test setup and procedure is different.

Any thoughts/insight would be appreciated.
