MT-SCBF- Limiting Width-to-Thickness Ratios - Table D1.1

I have several MT-SCBFs I am designing the connections for. I have determined several of the members do not meet the requirements of D1.1 for b/t ratios. My question is when do the webs of beams, columns, and/or struts have to meet the h/tw limiting ratio? Depending of the axial load, several more members might not meet this requirement. What I am mainly struggling with is "Where used in beams, columns, or links, as webs in flexure, or combined axial and flexure:". What does this mean exactly? I only have to check this in moment frames? Also, half of the frame columns have wind girts framing into them. So they have flexure perpendicular to frame. Does this qualify?
