Good day,

We have received API 5CT L-80 Casings and upon review of the MTC (certified true copy by local vendor) it is found that charpy impact test results are not mentioned thereby failing to meeting the requirements of API 5CT code that requires charpy test at 0⁰C.
Based on the above deviation material was rejected. Now, local vendor came with the same MTC with charpy test results being incorporated and I am totally confused.
Please advise what justification should I ask to confirm that certificates are true and not tampered one !!!!

If you don't trust your vendor, you need to find a new vendor. In particular, if you even think they may be falsifying certifications, they shouldn't get your business. Honesty is an absolute when dealing with certifications.

Most likely, someone was not clear as to what was needed as far as certificaiton is concerned. More often than not, this is the case. Don't assume bad intent on what can easily be explained by ignorance.

Is the product correctly marked as API 5CT L-80?

Is the material producer API licensed?

If you are really concerned, contact the producer and see if your information matches their records. Ultimately, you can cut a sample and send it to a lab and have additional test run. Really, the L-80 requirements have been around for decades; any producer that was producing material that did not meet the requirements would find it difficult to stay in business.

Could be an hones omission. Mills do a lot more tests than are usually reported.
This is common when the same material can be supplied to meet many different specifications.
The producing mill should be willing to verify your MTR, this may take a little work though since you are not their customer.
