The requirements for new-build masonry construction in the UK for 5 or more storeys were laid out in BS 5628-1 Clause 37.1 Table 12 etc.
These gave requirements for horizontal and vertical ties, key elements etc.

But what is the situation in an existing multi-storey masonry construction which has no such ties and will not conform with such tie requirements.

If the owner wants to add another storey now to such a building, does he have to first comply with the tie requirements and then look at the consequences of adding another storey? Or is it left at the discretion of the local authorities / district surveyors? Or the tie requirements do not apply to existing properties?

Which Code / Regulation or Guidance Note deals with this problem now?

I will be grateful if anyone can guide me to some publication that deals with this situation.
