Multiple baselines

We use a project methodology for 4 main stages.
There are management review in between each gate in which the next stage is planned in detail and the remainder of the project in summary.

For reporting purposes, how is it best to use the baselines? eg
Complete plan for whole project, once first stage approved, baseline whole project.
Save following stages with a different baseline?

I would baseline after each planning stage. I would also save a separate copy of the schedule after each planning stage. This will enable you to compare to a baseline at any stage, and also to re-establish a new baseline with changes at any stage. Remember that baselines in Project are only pictures, and cannot be edited or changed once set. If you need to add or delete scope from your baseline, or change your baseline, you need to look at a different project management software that allows baselines to be edited, such as Primavera products.

This statement is incorrect. MS Project does allow you to add tasks to spcific baselines
