Multiple Chambers with Vortex Valves and Weir Walls

I have a relatively large site that is being value engineered. I have six rows of 144" diameter cmp with vortex valves at the ends and weir walls upstream of the cross pipes connecting each row of pipe. I have a diagram which I can't seem to add to this post. It is a fairly complex system to handle water quality, attunate the 1-, 2-, and 10-year events, and safely pass the larger events. What is the best way to model the system that fills up one row of pipes, then the next, and so on. They have 8' high wier walls to build the head quickly and to contain the first flush. The valves have their flow rating curves within HydroCAD, which makes that part easy enough. Any help would be greatly appreciated. Thanks in advance.

The manufacturer of the vortex valves should answer all of these questions, that is why they sell such high markup items
