MV Switch Testing 1

We have been asked to complete a project designed by someone no longer involved on a project. One item they called for was the addition of a section to an existing switchboard lineup. Adding one section containing a fusible switch. It is a 400A, 4.16kV, 3P switch. There is no testing specification. What would be the minimum recommended tests that we should require of the installing contractor? We can refer to a NETA test procedure, but what do you gents feel are the important tests both pre-installation and when the busses are connected and the section is installed and ready to be energized?

The NETA procedure ia what you should follow. (ATS, not MTS)
 
As a minimum, beyond the mechanical tests as recommended by the mfgr such as slow close and alignment, etc a megger test of the insulation and contact resistance test would be prudent.
Optionally, the insulation system can be DC high potential tested.
