NACE for Weld overlay/Clad

HIC testing is not required for base material with clad or weld overlay. However base material still needs NACE compliance.

Please explain.

Not required by whom? Oh yes, don't tell me. It's down to the specifier's perception of speed of the degradation mechanisms and the exposed surface area needed to bring them about.
