NACE MR0175/ISO 15156 316 Stainless Material

I am a buyer for a mfg of flowmeters. We have had requests to certify to NACE MR0175/ISO 15156. I have found 316 material with NACE MR0175 on the cert but not with the ISO portion.
A materials vendor told me that the raw material isn't necessarily certified, but the finished part that goes into the product(a flowmeter) is. Even if the raw material was certified, just the machining of the material could change it enough so if the finished part was tested, it might not pass requirements to NACE MR0175/ISO 15156. I understand a large portion of the spec has to do with material hardness.
So, my question really is how do we go about certifying our flowmeters to NACE MR0175/ISO 15156?

Thanks for your post, but can you elaborate at all? Is 316 SS material even available with the full cert or is it not that simple? Do finished parts have to be tested in order to be certified?

The only thing that a manufacturer can do is offer a certificate of compliance and even that will be a thorny issue for those materials that have specific environmental limitations because how can the certificating entity be sure that the environmental restrictions are being followed in the specific service application. Since 316 only requires a specific heat treatment condition; freedom from cold work that enhances mechanical properties; and a maximum hardness of 22 HRC (for specific environmental limitations) it should be easy to request an ISO 10474 3.1.B or EN 10204 3.1 certificate; however, what (and when) is actually tested depends upon the product specification and not MR0175/ISO 15156. What it won't be easy to do is certify that the environmental limitations will be complied with!
